A gang of robbers attacks a post office on the outskirts of Rome. Two of them manage to escape, but the third accomplice is followed to track down the other members of the gang. A man enters the police station armed and takes Nina and Roberto hostage. He claims to have been unfairly tried after being accused of stealing 370 million from the safe of the company where he worked. While out for a walk, Commissioner Giovanna Scalise and her daughter witness the murder of a man, which appears to be a mafia execution.

A twenty-three-year-old student is raped by Fabrizio Viberti, her political philosophy professor. The police cannot find convincing evidence. Two young people who, after buying a villa, later realize they have been scammed, ask the Police District for help.

After a bank robbery, the robbers see Tiberio, Inspector Belli's father, and one of the criminals convinces his accomplices not to kill him. Tiberio tells his son that he recognized an ex-friend of his. Belli will try to convince him to turn himself in. The police officers of the police district find themselves having to protect Natassia, a Yugoslavian girl, whose daughter has been kidnapped by two Albanians to force the woman into prostitution.

The statements of a mafioso accuse Commissioner Giovanna Scalise, but the agents of the tenth Tuscolano are convinced that the mafia wants to take revenge on her by trying to discredit her and they try to demonstrate the innocence of the commissioner. After some shadowing, Parmesan and the other agents discover that the lawyer Loiacono, instead of meeting the men of the gang directly, uses an intermediary to receive orders from the mafia.

The district agents organize a surveillance to protect Commissioner Scalise and his family from the mafia. The wife of the informer who accused Scalise of corruption asks them for help because her protection program has been revoked.

A friend of Paula's gives birth in the hospital, but later dies because she is not properly assisted. The police investigate without results. Paula continues to investigate secretly and thanks to a testimony she will be able to discover the truth. Linda has an affair with a married man. The lover, instead of leaving his wife, decides to kill Linda and has the gardener of the building accused. A witness informs the police via email so as not to reveal his identity.

A man reports that his neighbor might be a terrorist. Ardenzi instead discovers an illegal trade in pornographic material. Manrico accompanies Livia and Nina to do some shopping. As they leave the store, the three are ambushed. At the police station everyone is shocked by the attack and Scalise and Ardenzi are accused of having acted lightly. At the hospital one of the attackers enters where Manrico is hospitalized with the intention of killing him, but Ardenzi intervenes.

The investigation continues to track down the killers of the attack and Commissioner Scalise is discouraged. One of the killers is identified as a person who had been dead for two years. A lady who runs a bar is the victim of extortion. Angela learns that Letizia, a woman who works with her at the clinic, has a violent husband who mistreats her and tries to convince the woman to file a complaint: initially Letizia does not accept her friend's help and cannot accept reality. Later, however, she changes her mind and decides to leave her husband.

The agents continue to follow Giulio Macri'. Giovanna contacts Nini, a colleague of hers from Palermo, who joins her in Rome and begins to collaborate with the police team. Her task will consist of trying to learn about all of Macri's illicit activities, to have the possibility of infiltrating and acting undisturbed in order to find Vinci. Adriano, Luca's partner, finds work in a debt collection company, but soon discovers that his new colleagues are used to intimidation and violence to convince debtors to pay; so he decides to file a complaint with the police.

Faliero escapes from Regina Coeli prison and hides at the home of his lawyer who, among other things, is his lover.
